Vincent councillors’ City-funded devices to count against $3,500 ICT allowance
An amended expense policy adopted by the City of Vincent will deduct the cost of supplied devices from councillors’ annual ICT allowance. An iPad Pro package was estimated at about $2,700.
City of Vincent councillors will have the cost of City-supplied devices deducted from their annual ICT allowance under an amended Council Member Allowances, Fees and Reimbursement of Expenses Policy. The policy was adopted by absolute majority on 13 October, with an iPad Pro package estimated at approximately $2,700 against a proposed ICT allowance of $3,500.
The policy sets how City-provided technology is counted when councillors’ allowances, fees and expense reimbursements are assessed. It changes the treatment of the device cost so it is recorded against the annual ICT allowance.
The amended rules were adopted alongside the repeal of the City’s Meeting Procedures Policy and Council Proceedings Guidelines. Consequential updates to the Governance Framework will be considered after the October 2027 local government election.
The changes place the treatment of councillor ICT costs within the City’s formal allowances and expense rules. The available decision details do not specify changes to each individual allowance or reimbursement category.
Council also adopted an amended Property Management Policy and its associated list of approved leases and licences. That policy governs the management of City property leases and licences, including the approved lease of Halvorsen Hall and Lee Hops Cottage at 176 Fitzgerald Street, Perth, to The Artists’ Foundation of Western Australia Limited, trading as Artsource.
The Artsource lease is for three years, with a possible two-year option. Rent is $4,000 a year plus GST, with an annual CPI review. The site is intended for artist studios, while Lee Hops Cottage must remain substantially in its current condition because it is heritage-listed.
Council also adopted the 2027 schedule of monthly Council Briefings and Ordinary Meetings. The meetings will begin at 6pm at the City of Vincent Council Chambers in Leederville, with public notice to be provided.
