Toowoomba committee backs interim LGIP amendment and 15-day consultation

Toowoomba Regional Council’s Planning and Development Committee has recommended an interim amendment to the Local Government Infrastructure Plan after meeting on 12 May 2026, with public consultation to run for a minimum of 15 business days before the plan is finalised.

The report says the amendment will update planning assumptions, infrastructure demand projections, plans for trunk infrastructure and the schedule of works. It also says the update is needed to keep the LGIP current and preserve Council’s ability to levy infrastructure charges under the Planning Act 2016.

The current LGIP was adopted in 2022. Since then, Council has completed further growth modelling and network planning through the Toowoomba Region Futures Program, while a new strategic direction for the Toowoomba Regional Planning Scheme was endorsed in late 2025.

The interim amendment is being progressed as part of that wider planning work. Council’s report says the approach provides a staged update while a new Planning Scheme and new LGIP are prepared.

The amendment does not change the Priority Infrastructure Area. Instead, it updates planning for water, wastewater, parks, stormwater and transport, including a refined road hierarchy map that identifies trunk and non-trunk roads. The schedule of works and plans for trunk infrastructure have also been updated.

Public consultation is required for at least 15 business days under the Minister’s Guidelines and Rules. Council says the material will be released through its website and Your Say page, along with a public notice and Planning and Development alerts, and submissions will be considered before the amendment returns for finalisation.

The report also says more work is already under way on a new LGIP. That will include a Priority Infrastructure Area review, benchmarking of Desired Standards of Service, and further refinements to network planning and cost estimates.

If adopted after consultation, the updated framework will guide how future growth is serviced across the Toowoomba Region, including the sequencing of roads, water, sewerage and stormwater infrastructure.
