Civic building project advances to scope and cost assessment

The Civic Administration Building project will undergo further functional and design work after council endorsed its location and approved procurement of reports to refine the scope, service needs and cost estimate.

The Civic Administration Building project will move into further functional and design work after Toowoomba Regional Council endorsed the building location and approved procurement of two reports.

The Functional Brief and Design Development Report will confirm the building scope, assess functional requirements and service-delivery needs, and analyse the project’s key inclusions and exclusions.

The work will also inform a refined project cost estimate. The resolution did not disclose a project cost, procurement value, supplier or delivery date.

It does not award construction works or establish a final construction price. The project remains under assessment while council works through the services the building must provide and the design requirements that will shape its scope.

The location was considered as part of a confidential Civic Administration Building report covering council budget, procurement and commercial matters. The publicly released resolution endorses the location but does not identify the site or provide a detailed design.

The next step is to procure the Functional Brief and Design Development Report. The timing for that procurement was not specified.

The reports are intended to give council clearer information about the building’s scope, service requirements, design needs and cost estimate before later project decisions are made.

For suppliers and businesses involved in functional planning, design development or construction, the resolution advances the project to another procurement stage but does not identify which firms will be invited to tender, whether the work will be divided into separate contracts or what local-buying requirements will apply.

The project’s requirements and cost therefore remain unsettled. Council has endorsed the location, but further functional and design-development work is required before the scope and estimated cost are refined.
