Shoalhaven backs extra safety measures for 217-lot Badagarang subdivision

Shoalhaven City Council’s Local Transport Forum reviewed a 217-lot residential subdivision at 104 Taylors Lane, Badagarang, when it met on 10 February 2026 at the City Administrative Centre in Nowra.

Transport for NSW adviser Donna Binns said the plans were based on an older approval and directed staff to the DORAS manual and AS 1742.2 (2022) when considering updated safety treatments for the site.

She recommended Give Way signs, hold lines and line marking, saying Road 10 was likely to function as a collector road and that signs and lines should be considered to support clarity and safety for all users.

Council officers said the submission complied with the valid development consent and the standards referenced by that consent. They said TfNSW’s suggestions were potential safety enhancements, but not mandatory in this case.

The forum recommended that the Chief Executive Officer, as Director City Services, approve the subdivision under delegated authority from Shoalhaven City Council. That approval was later given on 24 February 2026.

The same meeting also dealt with two transport items in Hyams Beach. The forum reviewed proposed signage and parking restrictions along Aster Street, and seasonal ‘No Stopping’ signage and line marking along Hyam Road.

TfNSW’s Donna Binns said the agency agreed with the Hyam Road proposal in principle. TfNSW also urged Council to speak further with a resident who had raised concerns about a proposed ‘No Stopping’ zone across a driveway frontage at the corner of Hyam Road and Cyrus Street.

Council staff said they would discuss the matter further with the community member and provide information, working within the constraints of the adopted master plan.

The forum recommended both Hyams Beach items for approval by the Director City Services under delegated authority. Both were later approved on 24 February 2026.
