Scenic Rim locks in debt rules for 2026-27 borrowing and risk

The policy governs how the council manages debt and long-term financial risk across the region, including in Boonah, Beaudesert, the Bromelton State Development Area and the wider Scenic Rim area.
It was adopted as part of the council’s annual financial setting process for 2026-27, alongside the Revenue Statement, budget, long-term financial forecast and ten-year capital program.
Councillors also backed a wider package of rates and charging rules for the year beginning 1 July 2026, including differential general rates, waste utility charges, separate infrastructure and environmental charges and rural fire special charges.
The council adopted updated policies for rates discounting, concessions, financial hardship, rates-based financial assistance, the administration of rates and charges, and rating category changes. It also adopted the Operational Plan 2026-2027.
That broader package will shape how the council raises money, manages overdue accounts and supports eligible ratepayers, not-for-profits, community service providers and sporting organisations through the financial year.
For ratepayers, the debt policy sits behind the council’s borrowing choices for projects and services. It is part of the financial settings that influence how Scenic Rim balances future capital works, liabilities and service delivery.
