Randwick panel approves Dine Street works, amends strata condition

Randwick Local Planning Panel approved alterations to 6-10 Dine Street, Randwick, and amended Condition 29 so new strata plans must reflect the completed works.

Randwick Local Planning Panel has approved alterations and additions at 6-10 Dine Street, Randwick, and amended the strata condition attached to the site. The electronic meeting was held on 12 March 2026, and the panel also approved a second application at 201 Darley Road.

At Dine Street, the panel granted consent for alterations and additions to the existing dwelling, Unit 22, including a southern ground floor addition. It also accepted a variation to the floor space ratio standard under the State Environmental Planning Policy (Housing) 2021, Chapter 6, the Low and Mid-Rise Housing Code.

The panel then changed Condition 29. The revised condition requires new strata plans to be prepared and registered for the site so they incorporate the proposed alterations and additions into the strata scheme.

The condition also requires the developer to obtain a strata or subdivision certificate and comply with NSW Land Registry Services requirements. Confirmation of compliance must be obtained from a registered surveyor to the satisfaction of Council’s Manager Development Assessment before a final occupation certificate can be issued.

At 201 Darley Road, the panel granted consent for alterations and additions to an existing semi-detached dwelling. The works include changes to and a rear extension of the ground floor layout, a new side gate at the secondary street frontage, and construction of a new deck, swimming pool and side fencing.

The panel said the Darley Road proposal met the relevant planning instruments and development controls. It found the scale and design suitable for the location and compatible with the desired future character of the locality.

The panel also said the proposal was consistent with the objectives in the RLEP 2012 and the RDCP 2013. It found the built form would provide for the housing needs of the community while enhancing aesthetic character and protecting the amenity of local residents.

Heritage was part of the assessment at Darley Road. The panel said the development would maintain consistency with the established building envelope, mitigate impacts on adjoining properties and preserve the significance and visual prominence of the heritage item within the Heritage Conservation Area.

Both applications were carried unanimously. The meeting closed at 11:06am.

For Dine Street, the approval adds a sign-off step before occupation. For Darley Road, the consent covers physical changes to the home, including the deck, pool and side fencing, after the panel found the impacts acceptable.
