North Orange growth to trigger Northern Distributor intersection upgrades

Further development in North Orange will trigger upgrades to Northern Distributor intersections, Orange City Council’s Director Development Services told councillors as they approved an ALDI supermarket at 9 Telopea Way. The work is expected to be funded by development applicants, Orange City Council and Transport for NSW.
Council approved DA 2/2026(1) for retail premises on Lot 700 DP 1171441, subject to the conditions in the Notice of Determination. The approval allows the ALDI supermarket to proceed.
Cr J Stedman asked about traffic congestion as North Orange continues to grow. The director said Council’s engineering team and Transport for NSW had considered the issue and that existing planning was sufficient for the current ALDI proposal.
Further development applications in the area will trigger upgrades to intersections along the Northern Distributor, the director said.
Cr M McDonell asked whether future upgrade costs would be paid by the applicant, Council or Transport for NSW. The director said the cost would likely be shared among all three.
The ALDI application passed without opposition. All councillors listed as present voted in favour, while Cr K Duffy was absent.
Councillors also discussed trolley arrangements for the supermarket. The director confirmed ALDI would use a coin-release system and signage would direct shoppers to the appropriate trolley bays.
The approval followed Council’s consent for a secondary dwelling at 93 Dean Drive. Neighbours had raised privacy concerns about that application, and the director said the applicant had met the required conditions. No vegetation would be removed.
The secondary dwelling was approved under DA 179/2026(1), subject to the conditions in its Notice of Approval. The two applications were considered separately.
Future Northern Distributor upgrades will be assessed as additional North Orange development applications are lodged. The director said the cost would likely be shared by applicants, Council and Transport for NSW.
