Orange committee flags five approved developments, from Summer Street hotel rooms to Moorhen Street housing

Orange City Council’s Planning & Development Policy Committee has acknowledged a report on development applications approved under delegated authority, alongside five separately approved projects across the city.

The delegated-approvals report was acknowledged unanimously under resolution 26/398 at the committee’s 4 August meeting. The individual applications covered by that report were not identified in the extract.

The five separate approvals were made without opposition. They cover dwelling alterations at 295 Lords Place, demolition involving tree removal at 37 Molong Road, and pub alterations and additions with hotel and motel accommodation at 281-285 and 287-289 Summer Street.

The committee also approved a mixed-use café and kiosk development at 1517-1539 Forest Road, and a detached dual occupancy with a two-lot Torrens title subdivision at 8 Moorhen Street.

The Lords Place approval, DA 439/2025(1), revised the wording of conditions 4(d) and 4(e) under section 8.2 of the Environmental Planning and Assessment Act 1979. Cr Tania Greenhalgh declared a significant pecuniary interest because she was a regular customer of the applicant, left the meeting and did not vote on the application.

At Molong Road, councillors asked about the tree-removal proposal and how it related to the Urban Forest Strategy. Senior Planner Yates said applications were assessed against the Development Control Plan 2004. She said the strategy was a council-endorsed strategic plan, not part of the Orange Local Environmental Plan or the Orange Development Control Plan.

The Moorhen Street consent was updated during the meeting after the Rural Fire Service certified a new bushfire map. The Acting Manager Development Assessment said staff were seeking a spot rezoning for certain areas in Shiralee and had updated the Notice of Determination to avoid requiring the applicant to lodge a modification application.

The chief executive officer also said a report would be provided to council on the full suite of development-related documents being drafted. No timing was given.
