Orange council puts data breach and finance policies on exhibition

Orange City Council will exhibit Strategic Policy ST45 Mandatory Data Breach Notification and ST46 Managing Council’s Finances for at least 28 days after its 3 February meeting at the Civic Centre, Byng Street.

Orange City Council has voted to place Strategic Policy ST45 Mandatory Data Breach Notification and ST46 Managing Council’s Finances on public exhibition for at least 28 days after its ordinary meeting on 3 February at the Civic Centre, Byng Street, Orange.

The resolution was carried unanimously. Residents and others can inspect the draft policies and make submissions before council decides whether to adopt them.

The same meeting adopted the Orange Affordable Housing Strategy with typographical corrections and adopted Strategic Policy ST57 Planning Agreements as exhibited.

Councillors also backed a GST-related change to cemetery charges, excluding items listed under Miscellaneous.

One councillor used the meeting to ask about consultation with landowners affected by the Community Energy Upgrades Fund, including a solar array and battery energy storage system. Chief executive officer advised the report before council was accurate when it was provided, no objections had been received at that time, and a final resident was contacted afterwards.

Council also approved a three-month trial changing the start and finish times for ordinary meetings. Meetings will begin at 6.00pm instead of 6.30pm and finish at 9.30pm instead of 10.30pm. A proposed note on the annual financial cost or savings of the change was withdrawn.

Other decisions included a motion to contact local state member Phil Donato, Rugby Australia and other parties to promote Orange as a base for one of the international teams in the 2027 Rugby World Cup.

Councillors also required the 2026 Orange City Council Christmas Carols event to include a wet weather plan, either relocation or delay.

Council set a deadline for motions for the 2026 National General Assembly process. Proposed motions must be resolved by 5 February 2026 or sent to the Executive Support Manager for inclusion on the 17 February 2026 agenda, so they can be lodged on the ALGA portal before 27 February 2026.

Later in the meeting, council granted leave of absence to Cr Frances Kinghorne for 17 February 2026 and noted accommodation costs incurred for attending council meetings.
