Nillumbik notes $1.8 million lift in December quarter finances

Nillumbik Shire Council has noted a December quarter financial report at its Greensborough meeting, with the figures showing a $1.8 million favourable year-to-date variance and a financial position described as sound and stable.

The report for the period ended 31 December 2025 recorded net assets of $1.076 billion and cash holdings of $30.7 million. Council said the favourable variance represented 3.80% of year-to-date budget, driven by operating income $1.88 million above budget and operating expenses $76,000 above budget.

Councillors also noted the second-quarter performance report for the 2025-26 Council Plan. Of the 35 quarterly actions reported, 33 were on track and two had minor issues.

A separate Health and Wellbeing Plan report said all 32 year-one actions were on track.

The mid-year Local Government Performance Reporting Framework report said 93% of indicators were within or above the expected range, and 76% were performing better than similar councils. Council also noted advisory committee minutes, including the Environment and Sustainability Advisory Committee, Youth Council, Recreation Trails Advisory Committee and Inclusion and Access Advisory Committee.

The meeting also saw council abandon further investigation into special charge schemes for Mays Road and Kapili Way in Eltham after property owner support fell short of the 60% threshold. A three-year moratorium will apply from 24 February 2026, and affected owners will be notified.

Councillors backed a loan guarantee and a new lease for North Eltham Wanderers Cricket Club at Eltham North Reserve, endorsed three motions for the Australian Local Government Association’s National General Assembly, and considered a tender for temporary labour hire.

Public questions focused on a proposed BMX jumps and recreation park at Challenger Street Reserve. Officers said any new toilet facilities would be cleaned daily, waste collected twice a week, and dumped rubbish removed as needed.
