Liverpool Council opens budget, rates plan and reserve changes for comment
Liverpool City Council has put its draft 2026-27 budget, fees and charges, and long-term financial plan on exhibition for 28 days, with $1.075 million in reallocations and funding flagged for parks services and Ernie Smith Reserve.
Liverpool City Council has opened its draft 2026-27 budget, revenue pricing policy and long-term financial plan for public comment, after its 18 May meeting also approved changes to internally restricted cash reserves, grants, planning policy amendments and committee business.
The draft budget documents will be on public exhibition for 28 days from 20 May to 16 June 2026. Council also placed the Draft Delivery Program 2025-2029 and Operational Plan 2026-2027 on exhibition from 19 May to 15 June 2026, with a further report to come back after submissions close.
The minutes flag $1.075 million in reallocations. They also note proposed funding for parks services and the Ernie Smith Reserve upgrade.
Reserve settings drew debate. Council adopted revised internally restricted cash reserve settings, then removed the Moorebank Intermodal Ex-Gratia Payments Reserve from the adopted recommendations after a successful amendment.
The reserve changes affect money set aside for services, assets and future projects across Liverpool.
Planning documents were also sent out for public exhibition. Council endorsed proposed amendments to the Planning Agreements Policy, with delegation to the chief executive officer if no submissions are received.
It also endorsed proposed amendments to Liverpool Development Control Plan 2008 for public exhibition and asked for a report back after the exhibition period.
Council endorsed grants of $15,000 to Autism Advisory and Support Service and $6,992 to City of Liverpool & District Historical Society Inc.
It also approved an increase to its bank guarantee facility with the Commonwealth Bank of Australia and agreed to keep pursuing the NSW Rural Fire Service annual awards ceremony for Liverpool Powerhouse.
The meeting began with condolence motions for Dr Bryan Cowling, Barry “Bo” Seton, Milorad Vidovic and Eddy Zu, followed by a minute’s silence.
