33-unit St Ives apartment block among three Ku-ring-gai housing proposals refused
The Local Planning Panel rejected residential applications in St Ives, Pymble and Roseville Chase, while granting deferred commencement consent for a separate 28-unit project at 126 Rosedale Road.
A proposed six-storey, 33-unit apartment building at 3-5 Memorial Avenue, St Ives, was among three residential projects refused unanimously by the Ku-ring-gai Local Planning Panel on 31 August.
The other refusals covered a two-storey dwelling proposal at 8 Rushall Street, Pymble, and a dwelling house with tree removal, landscaping and stormwater works at 97 Babbage Road, Roseville Chase.
The Pymble application, EDA0225/26, sought the demolition of existing structures and construction of a dwelling with a basement, swimming pool, cabana, tennis court and associated works. One submission was considered before the panel refused consent for the reasons in Council’s Development Assessment Report.
At 97 Babbage Road, application EDA0033/26 proposed a dwelling house, tree removal, landscaping and stormwater works. The panel considered 10 submissions and adopted the report’s reasons for refusal.
The St Ives application, EDA0181/26, proposed a residential flat building with basement parking. Eight submissions were considered. The panel amended reason 2b by replacing “proposed development” with “proposed basement” before refusing consent.
All three applications were refused unanimously. The panel’s determinations adopted the reasons in the relevant Development Assessment Reports rather than setting out detailed refusal grounds in the resolutions.
The panel also approved a modification to the existing consent for 13 independent living units at 33B and 35 Clissold Road, Wahroonga. The amended conditions included replacing the reference to drawing Issue R with Issue W in Condition 21(ii). Eleven submissions were considered, and the vote was unanimous. Community member Ian Arnott was absent from the item after declaring a conflict of interest.
A separate application for a 28-unit residential flat building at 126 Rosedale Road, St Ives, received deferred commencement consent. Its conditions included a requirement that car parking allocation follow Table 7 on Plan DA-001 Revision C to the satisfaction of Council’s Team Leader Development Engineering. The panel considered 31 submissions.
