Ku-ring-gai panel refuses four residential plans across four suburbs
Ku-ring-gai Local Planning Panel unanimously refused applications in Pymble, Killara, Lindfield and Roseville at a meeting on 16 February, including a rooftop tennis court proposal at 5-7 Lonsdale Avenue.
Ku-ring-gai Council’s Local Planning Panel unanimously refused four residential development applications at its 16 February meeting, rejecting proposals in Pymble, Killara, Lindfield and Roseville.
The panel considered three submissions for the 5-7 Lonsdale Avenue proposal in Pymble, nine for 2 Forsyth Street in Killara, 18 for 15 Frances Street in Lindfield and 11 for 40 Roseville Avenue in Roseville.
At 5-7 Lonsdale Avenue, Pymble, the panel refused consent for a detached car parking and storage structure with a rooftop tennis court behind an existing dwelling. It was not satisfied the requests to vary the height of buildings and floor space ratio standards under Clause 4.6 met the required test. It also found there were not sufficient environmental planning grounds to justify the variation.
The Killara application, at 2 Forsyth Street, was refused for demolition of the existing building and construction of a multi-dwelling housing development with basement car parking.
At 15 Frances Street, Lindfield, the panel refused demolition of existing structures and construction of a detached dual occupancy with associated civil and landscaping works and Torrens title subdivision.
The Roseville application, at 40 Roseville Avenue, was refused for boundary adjustment, demolition of a patio, tree removal and landscaping works. The panel also included an advisory note saying any Section 8.3 review should provide further information on the internal arrangements of the rooms within the dwelling and whether any changes had been made from the original dwelling.
In each case, the panel said it concurred with Council’s Development Assessment Report and the reasons for refusal. The minutes record that all four decisions were unanimous.
The meeting’s public session opened at 12:30pm and closed at 12:51pm. The minutes were later confirmed as a full and accurate record of proceedings.
No new approval was granted at any of the four sites. Any revised applications or review pathways would need to be lodged by the applicants.
