Ipswich City Council has fixed an offset of $11,451,973.08 for trunk transport infrastructure works associated with Collingwood Drive and Eagle Street, after a committee decision on 19 May.

The Infrastructure, Planning and Assets Committee resolved to issue notice to HB Qld Pty Ltd and Canberra Estate Consortium No 36 Pty Ltd that, under clause 4.6 of the Infrastructure Agreement, the offset amount for the works is $11,451,973.08. The report said the submission related to the construction of trunk transport infrastructure undertaken by developers of adjacent residential estates, and that the Department of Education is also named in the agreement.

The minutes describe the transaction as routine for major works delivered by developers. They also note the financial value triggered consideration by committee and Council.

The report dealt with the actual cost determination for roadworks at Collingwood Drive and Eagle Street. The committee’s resolution confirms the amount attached to the infrastructure agreement for the works.

The committee also received and noted a status report on current Planning and Environment Court actions linked to development planning applications. It also noted an Exercise of Delegation report covering applications determined between 1 April 2026 and 30 April 2026.

Warrill Park Lawn Cemetery was another item before the committee. The minutes say the original master plan was approved in 2013, but flooding, changing community needs and improved land management led to a revision. The master planning process advanced after a budget allocation in 2024-25, with a preliminary concept developed and shared for community and industry consultation.

The item on the cemetery master plan and land management plan was laid on the table until the June 2026 Infrastructure, Planning and Assets Committee meeting.

Councillor Paul Tully declared a declarable conflict of interest in the cemetery item because he is a Trustee of the Goodna Cemetery, appointed by the Queensland Government. The eligible councillors present decided he could continue to participate, including voting on the matter, because there was no personal or financial benefit to him. He did not vote on the conflict decision itself.

The meeting opened at 9.05am and closed at 9.34am. Deputy Mayor Nicole Jonic arrived at 9.10am.

The committee met at Ipswich City Council on 19 May 2026.
