Toowoomba backs updated regional cycle network plans
An Infrastructure Committee recommendation to endorse updated Principal Cycle Network maps for the Toowoomba Region has been adopted by council, helping keep the region eligible for state active transport grants.
Toowoomba Regional Council has backed updated Queensland Principal Cycle Network plans for the region, including proposed amendments tied to Westbrook and several smaller townships.
The recommendation came from the Infrastructure Committee on 10 February and was later adopted at the council's ordinary meeting on 17 February 2026, as recorded in the public minutes. The endorsement covers updated network plans prepared by the Department of Transport and Main Roads for the Toowoomba Region.
The report says the updated maps will replace the older regional Downs South West Principal Cycle Network plan as part of a statewide Queensland Principal Cycle Network. Council's endorsement was subject to amendments set out in two attachments.
For residents, the practical effect is mainly in future planning rather than immediate construction. The minutes say the network maps guide further planning for cycle routes across the region and form part of Transport and Main Roads' assessment of funding applications under the Active Transport Grants program.
The committee report says councillors had pushed for smaller townships including Wyreema, Cambooya and Goombungee to be considered, along with route extensions in Millmerran and Crows Nest. The minutes say most of those additions were accepted by Transport and Main Roads, except Goombungee, which the report says was not supported because of its small catchment, minimal services and existing footpath network.
A minor route change in Westbrook was also included for consideration after feedback gathered through the current Westbrook Walking Network Plan project, the report states.
Next, Transport and Main Roads is moving into a phase to prioritise the network and prepare revised Priority Route Maps. Draft maps are due to be presented to councillors for feedback, with council endorsement of those priority maps to be sought later in 2026.
