Gold Coast endorses four-year capital plan ahead of 2026-27 budget
City of Gold Coast councillors backed a draft four-year capital program for 2026-27 to 2029-30 at a Special Budget Committee meeting in Surfers Paradise, with Pizzey Park design work also earmarked for the next budget cycle.
The City of Gold Coast has endorsed its draft Four Year Capital Expenditure Program 2026-27 to 2029-30 for inclusion in the 2026-27 budget after a Special Budget Committee meeting on 22 April at the council chambers, 135 Bundall Road, Surfers Paradise.
Councillors also backed concept design and costing for the Pizzey Park Action Sports Hub, and agreed to keep working on funding for other projects in the program.
The committee’s amended recommendation passed after the meeting moved back into open session. The draft capital program was endorsed for inclusion in the 2026-27 budget to be adopted by Council.
Funding for the City Wide Service Orientated Infrastructure program was left subject to a further report to Council and the identification of appropriate funding sources being approved.
The same applied to all projects in the Emerging Community Infrastructure Fund program. The amended recommendation said those projects would proceed only once appropriate funding sources were identified.
Pizzey Park was the one project named for direct budget support. The amended recommendation said concept design and costing for the Action Sports Hub should be funded in the 2026-27 budget, with further funding to follow only after a report on the outcomes is brought back to Council.
The meeting also dealt with Brisbane 2032 Olympic and Paralympic Games legacy infrastructure projects. Councillors noted analysis of the projects and agreed the city should seek external funding through relevant state and federal government funding programs and appropriate private investment.
Legacy projects that are not yet fully funded are to be considered as part of the 2026-27 budget process and future budget processes.
Budget papers remained confidential. The committee resolved that all budget documentation be treated as confidential under the Local Government Act 2009 until the 2026-27 budget is adopted, unless the chief executive officer decides otherwise.
Separate closed-session items covered responses to questions on notice and the impact of the oil crisis. On the oil crisis item, councillors agreed the report should inform the 2026-27 operating budget process and that the City Administration Crisis Management Team should report monthly on ongoing impacts through the Governance Administration and Finance Committee, starting with meeting round 868.
