The Governance, Administration and Finance Committee has recommended adopting updated procurement and contract governance documents, while deferring a new sponsorship policy and declining to take further action on a rental crisis petition.

The City of Gold Coast's Governance, Administration and Finance Committee has recommended adopting a new Procurement Policy and Contract Manual, setting the framework for how the council buys goods and services and manages contracts.

At its 21 April meeting, the committee recommended the Contract Manual be adopted under section 222 of the Local Government Regulation 2012 and the Procurement Policy under section 198 of the same regulation, as recorded in the unconfirmed public minutes.

For residents and ratepayers, the change is mainly about the rules behind council purchasing and contract management. While the minutes do not detail the contents of the new documents, the adoption sets the formal policy and manual that will govern those processes across the City of Gold Coast.

The same meeting also altered another policy item. Councillors changed the original recommendation on policy reviews so that only the Commercial Business Unit Policy was recommended for adoption. A proposed Sponsorship Policy was deferred to a future Governance, Administration and Finance Committee meeting for further consultation with councillors.

On other business, the committee recommended taking no further action on a petition calling for council action on the Gold Coast rental crisis and a rent freeze. The minutes say the chief petitioner is to be advised of the decision and asked to inform the other petitioners.

The committee also approved international travel for three City of Gold Coast lifeguards to take part in an outbound exchange in Kanagawa, Japan, from 5 to 11 July 2026. A separate international travel request for the general manager insurance was also approved, with the committee noting the City of Gold Coast Insurance Company Limited Board Meeting and Audit and Risk Committee Policy.

The committee further noted the Audit and Risk Committee updates from 23 February 2026, the February 2026 Financial Performance Report and its own forward planning schedule.

The procurement policy and contract manual now proceed as committee recommendations for formal council adoption. The deferred Sponsorship Policy is due to return to a future GA&F committee meeting after further consultation with councillors.
