Georges River Council opens Riverwood master plan for exhibition

Georges River Council has endorsed the draft Riverwood Local Centre Master Plan for at least 28 days of public exhibition, alongside planning steps for Mortdale, an affordable housing scheme and park plans for Carss Bush Park and Todd Park.

Georges River Council has endorsed the Draft Riverwood Local Centre Master Plan for at least 28 days of public exhibition after a unanimous vote at its Environment and Planning Committee meeting in Hurstville on 13 April 2026.

The draft plan and supporting studies will be exhibited for a minimum of 28 days. Director Environment and Planning Joseph Hill has authority to make minor editorial amendments before exhibition starts, and councillors want a further report after submissions are received.

Council also backed the Mortdale Centre Master Plan Planning Proposal, sending Planning Proposal PP2026/0001 to the Department of Planning, Housing and Infrastructure for Gateway determination under section 3.34 of the Environmental Planning and Assessment Act 1979.

If Gateway approval is granted, council will publicly exhibit the Mortdale planning proposal in accordance with the determination and the Georges River Council Engagement Strategy. Draft Amendment No. 8 to the Georges River Development Control Plan 2021 will be exhibited at the same time.

Councillors also received and noted the Mortdale Village Parking report, NM057-25.

A separate resolution advanced the Affordable Housing Contribution Scheme Planning Proposal, PP2026/0003. Council resolved to send it to the department for Gateway determination, publicly exhibit it after that process and have the scheme take effect upon gazettal.

The council also agreed to remove confidentiality from Attachment 4 to ENV015-26, the AHCS Feasibility Assessment Report, and publish it on its website.

The committee adopted the Carss Bush Park and Todd Park Master Plan and Plan of Management, subject to one extra option on page 9 of the master plan. That option reads: “Upgrade and retain the existing Men’s Shed as a stand-alone facility at its current location.”

The adopted documents will be forwarded to NSW Department of Planning, Housing and Infrastructure Crown Lands and placed on council’s website. People who made submissions during the public exhibition of the park plan will be notified of the decision.

For Riverwood, Mortdale and the affordable housing scheme, council has built in another round of public consultation before any final changes are locked in. The Riverwood exhibition is the next step, while Mortdale and the housing scheme must first clear Gateway determination.
