Georges River backs flood committee items and advances local works program

The Assets and Infrastructure Committee recommended adoption of several flood risk items, approved an accessible parking change in Kogarah, and progressed park, public domain and sporting facility projects to the next stage.

Georges River Council’s Assets and Infrastructure Committee has recommended a package of flood risk, transport and local project decisions, including adoption of Floodplain Risk Management Committee items FRMCC003-26 to FRMCC005-26 and a new accessible parking space in Railway Parade, Kogarah.

At its 13 April meeting, the committee also dealt separately with FRMCC002-26, the Blakehurst and Kogarah Bay wards flood study update. The minutes show councillors supported a recommendation for Council to adopt the final draft study, allow minor corrections, add required legal notation to 10.7 Planning Certificates for identified properties, and publish the study on Council’s website.

The broader flood committee report was then recommended for adoption, excluding FRMCC002-26. Those items covered progress on flood risk mitigation feasibility work at the Gloucester Road and Stoney Creek Road, and Morgan Street and Gloucester Road intersections in Beverly Hills, updated terms of reference and community representative changes for the Floodplain Risk Management Committee, and a verbal update from the Department of Climate Change, Energy, the Environment and Water.

For residents, the most direct effects include formal flood information for some properties in Blakehurst and Kogarah Bay, if the study is adopted by Council, and a planned conversion of 6 metres of existing time-restricted parking on the eastern side of Railway Parade into an accessible parking zone. The committee also recommended adopting Local Transport Forum items LTF026-26 to LTF029-26, including the parking change and updated forum terms of reference.

The meeting also recommended updated transport sub-delegations under the Transport for NSW 2025 authorisation and delegation instrument to the General Manager, Director Assets and Infrastructure, Manager Assets and Traffic, and Coordinator Traffic and Transport, with the Mayor authorised to execute the instrument.

On capital works, the committee recommended approval of additional non-budgeted expenditure for The Green Sporting Amenity construction and for the Endeavour Street seawall reconstruction design. The minutes excerpt did not include the budget figures.

Several planning and recreation projects were also moved forward. The committee recommended endorsement of the Draft Woodville Park Spatial Framework after community engagement, public exhibition of the Draft Penshurst Town Centre Public Domain Plan, community consultation on two Todd Park sporting facility reconstruction options, and progression of the Peakhurst Park Adventure Playspace concept into detailed design and construction.

Most of these matters were committee recommendations to Council rather than final Council resolutions. Where exhibition, consultation or implementation is proposed, the next steps are Council consideration followed by public consultation, publication or operational works as set out in the minutes.
