Toowoomba committee backs change to 2025-26 Operational Plan
A recommended amendment to Toowoomba Regional Council’s annual Operational Plan was later adopted by full council, after a quarterly review of progress to 31 December 2025.
Toowoomba Regional Council’s Corporate Services Committee recommended a change to the 2025/26 Operational Plan after reviewing the organisation’s second-quarter performance, with the amendment later adopted by full council.
The recommendation came from the committee’s 10 February meeting and was adopted at council’s Ordinary Meeting on 17 February 2026. Public minutes show councillors also noted Council’s organisational performance to 31 December 2025 through the 2025/26 Operational Plan Progress Report Year to Date (Quarter 2).
The minutes do not set out the detail of the amendment in the attached Request for Change, but they record that councillors recommended it be adopted as part of the quarterly review process required under section 174 of the Local Government Regulation 2012.
For residents across the Toowoomba Region, the Operational Plan is Council’s annual program of work. Changes to it can affect priorities, timing and delivery during the financial year, although the public extract from the minutes does not specify what the approved amendment covers.
The quarterly report says the Operational Plan implements commitments from the Corporate Plan 2024-2029 and informed preparation of Council’s 2025/26 budget. It also states 98 per cent of specific actions and projects were listed as either 'on track' or 'monitor' for the reporting period, while 95 per cent of the 22 key performance indicators then being measured were rated 'on track' or 'monitor'.
The same committee meeting also dealt with a confidential request for a rate concession. After closing the meeting to the public for that item, council resolved not to grant the request for rates and charges issued on 1 August 2025 and beyond.
Council is expected to continue reporting on progress against the Operational Plan at intervals of no more than three months, with any approved amendment to be implemented during the 2025/26 financial year.
