Burwood panel rejects Daisy Street church arrival-time extension
Burwood Local Planning Panel refused a church bid at 10 Daisy Street, Croydon Park, to extend officer arrival times from 30 minutes to 90 minutes, but backed a 12-month Sunday parking trial.
Burwood Local Planning Panel has refused a church modification at 10 Daisy Street, Croydon Park, that would have extended the time church officers can arrive before services from 30 minutes to 90 minutes. The panel met on 21 May at Burwood Library and its decision was unanimous.
The application was for a Section 4.56 modification to a Place of Public Worship. The panel said the change would have created excessive and unacceptable impacts on the amenity of the neighbourhood, with concerns centred on on-street parking and traffic.
It also found the extension was not in the public interest. The panel pointed to the number of nearby submissions and the issues raised by neighbours.
At the same meeting, the panel supported a temporary drop-off and pick-up arrangement using two existing on-street parking spaces directly in front of the church. The spaces can be used during the 9.30am to 11am adult worship service on Sundays for a 12-month trial from the date the signs go up.
The panel said the trial arrangement was safer than the current setup, which requires a significant number of vehicles to reverse into or out of the site. It also noted that the 2019 Land and Environment Court decision contemplated the arrangement, and that Council’s traffic and design engineer raised no technical objection.
The panel asked Council’s Community Safety team to note concerns raised by residents about the church’s compliance with its existing conditions of consent.
If the drop-off and pick-up zone continues after the trial, the operator must lodge a further application three months before it ends. Any signage, line marking or parking restrictions also need the relevant roads authority approvals, and the approved plan of management must be amended before the trial starts.
The same meeting also backed a Planning Proposal to amend Clause 6.5 of the Burwood LEP 2012. The proposal would introduce a competitive design process for certain developments over 55 metres, generally 17 storeys or more, and proceed to Gateway Determination.
