Burwood panel approves taller Victoria Street mixed-use project
Burwood Local Planning Panel unanimously approved DA.2025.66, adding 29 apartments including five affordable homes at 28-34 Victoria Street and 17 and 21 George Street.
Burwood Local Planning Panel has unanimously approved DA.2025.66 for alterations and additions to three multi-storey buildings at 28-34 Victoria Street and 17 and 21 George Street, Burwood, allowing the mixed-use project to proceed subject to amended conditions.
The application covers Buildings A, B and C within the approved development. It adds four storeys to a lower component of Building A, without changing the building’s approved 40-storey height, and adds four storeys each to Building B and Building C.
Building B will rise from 33 to 37 storeys. Building C will rise from 26 to 30 storeys.
The proposal also adds 29 residential apartments across the site, taking the total from 380 to 409. Five of the new apartments are affordable housing units, lifting the number of affordable homes on the site from 75 to 80.
Before making its decision, the panel considered clause 4.6 variation requests relating to floor space ratio and a minimum affordable housing requirement. In its reasons, the panel said the variation requests had adequately demonstrated why compliance with the development standards was unreasonable and unnecessary, and that there were sufficient environmental planning grounds to justify the variations proposed.
The panel also approved changes to communal open space, adaptable and liveable units, waste bins, basement storage and parking arrangements. It amended the approval to correct typographical errors in the plan set and to update parking allocation details after a January 2026 clarification memorandum from Road Delay Solutions Pty Ltd.
The minutes record that the panel inspected the site, heard from the applicant and read objections before reaching its unanimous decision. The applicant’s planner was Principle Planning, and the owner is listed as Pierre Sleiman.
The approval is tied to the conditions of Council’s Assessment Report, as amended by the panel. The final plan set must incorporate the typographical corrections identified in the 16 January 2026 letter from Principle Planning, and Condition 1 and the plan set must be updated to reflect the January 2026 parking allocation clarification.
The project adds density in central Burwood, with taller buildings, more apartments and a small increase in affordable housing on the site.
