Bega housing growth carries $305.3 million infrastructure bill

A plan for about 2,200 future residential lots has been deferred until 18 November while Council updates its mapping and works through funding for water, sewer and transport infrastructure.

Bega’s proposed urban growth area carries an estimated $305.3 million infrastructure bill, with the cost of servicing about 2,200 future residential lots to be shared between developers, Bega Valley Shire Council and the NSW Government.

Council deferred the Bega Urban Land Release Planning Proposal to 18 November 2026. A revised report must include the proposed planning changes and a map showing how they align with approved lot boundaries.

Affected landowners and submitters are to be notified in writing or by email before the proposal returns to Council.

The estimate covers enabling infrastructure for housing growth, including water, sewer, transport and other works needed to make the land development-ready. Council’s material says the timing and cost of that infrastructure will constrain delivery of the future lots without state support.

Developers are generally responsible for internal subdivision roads, local water and sewer reticulation, drainage, open-space embellishment and developer contributions. Council is generally responsible for strategic planning, contributions plans, trunk infrastructure coordination, asset ownership and ongoing maintenance liabilities.

Because Council operates water and sewer services, some costs fall on developer charges, utility reserves, borrowings and future utility customers. Possible NSW Government contributions include grants, transport funding, housing acceleration funding and utility support programs.

The proposal was opposed by deputees Jenny Wells and Judy Greary, who addressed Council before the deferral. The next report will include the updated planning proposal and mapping.

Council also approved a separate residential subdivision at 134 East Street, Bega. Development Application 2022.209 allows 166 lots and a public reserve to proceed, subject to the draft notice of determination. The reserve is intended to be dedicated as public reserve and classified as community land.

That approval is separate from the wider urban land-release proposal, which remains deferred until the 18 November meeting.
